Junko is very tall and extremely feminine, wearing a lot of makeup and fake red nails. She has long, strawberry blonde hair which is tied up in two pigtails, with monokuma hair ties. She wears a black blazer, black & white tie with a red no entry symbol, a red skirt, white shirt dress and black lace-up boots with red laces.
During her upset personality, she has mushroom clips in her hair.
Contrary to Toko's other identity, Junko has all of her memories of her previous identities, therefore does not have Dissociative Identity Disorder like Toko. Her personality is somewhat unstable, she cannot keep her emotions and beliefs under control and this causes her to switch to different personalities easily, she can go from angry to upset in seconds.
Other personalities she has are cuteness, severe depression, sophistication, and superiority. In her superiority personality, she wears a crown and stands with her hands on her waist. In her depressive personality, she is seen crying and wearing mushroom hair clips in her hair. Her cuteness personality displays a kiddish looking Junko, with her hands near her mouth and a chibi style look on her face. She also displays mania, which can be seen when she points at the player with a cartoon looking voice and a "rock star" look.
Over everything else, Junko was obsessed over despair, often finding it entertaining to inflict others with despair. This caused her to create the organisation Ultimate Despair.
During her breakdown, Junko expresses that she believes her birth was a mistake to the world and she did not ask to be born. She also says the tears that she cried as a newborn were tears of despair. Surprisingly, for a monozygotic twin, Mukuro and Junko have different morals in life.
Junko was a model, her pictures often being displayed in magazines. She became an idol figure in Japan, but this created unwanted male attention towards Junko, with Mukuro mentioning in Free Time that all the boys who shown an interest in Junko were "creeps who did not actually care about her".
Before the events in Trigger Happy Havoc, Junko and Mukuro had enrolled into Hope's Peak Academy and were already plotting despair. They eventually created the organisation named Ultimate Despair. Junko also killed the headmaster of the academy, Jin Kirigiri, and took over the school to make the Despair Event occur.
Before the Despair Event, Junko had killed all remaining students in Hope's Peak Academy before the students in Trigger Happy Havoc. She tested out clearing memories, even clearing her own. She lived as an amnesiac, Ryoko Otonashi, where she recovered her own memories after killing Yasuke Matsuda in a fit of despair.
Junko was controlling Monokuma from the Monokuma Room on floor 5. She used Monokuma to express despair, anxiety and mistrust within the other students, often broadcasting using the TV in their rooms as well as sending them to the Gymnasium to give them motives in order to kill. During Chapter 1, she killed her own twin sister, Mukuro Ikusaba, in front of all of the students so the students would fear Monokuma and not go against him. The real reason for Mukuro's death was because she acted as a "poor actor" whilst trying to portray Junko.
She continued on with controlling Monokuma, causing three more deaths and a suicide for her own entertainment. After knowing that Sakura Ogami broke into the Headmaster's room before her suicide and Kyoko stealing Mukuro's student profile, Junko broke her own School Regulations and staged Mukuro Ikusaba's death, who had really died in Chapter 1. Her plan was to kill Makoto Naegi and frame Kyoko Kirigiri, but this failed when Kyoko entered Makoto's room just as Junko was going to stab Makoto, wearing a black wrestlers mask.
Still controlling Monokuma and frustrated after Makoto ignored Kyoko's lie, Junko sent Makoto to death in the After School Lesson execution. However, the execution was intervened by Alter Ego at the last minute, destroying the garbage compacter, making Makoto fall with his desk down the chute unharmed. She told the other students that even though he had survived execution, he would probably rot to death in the garbage room.
Kyoko dived down the garbage chute to save him. Having both found a way out, the two exited through the large door and made their way up a ladder. The two connected during the ladder walk, with Kyoko revealing herself as the "Ultimate Detective". Both of the students shown their faces at the gymnasium. She was forced to accept that a retrial must happen, whilst still in Monokuma form, decided to gradually reveal the whole truth to the students, confident that even if she was exposed as the mastermind, they would not be able to handle the outside world, having already ended due to The Tragedy.
When investigating the Monokuma room, Makoto and Aoi found the control panel where Monokuma had been controlled by Junko. The two started their search for the mastermind in the room, but to no avail. After leaving the control panel room, Monokuma pops up. Shocked, the two ask how Monokuma had appeared. Giggling, Monokuma asked the duo if they had noticed the secret door on the floor. Frustrated after being so close to finding the mastermind, the two try to investigate the control panel room again, but Monokuma stops them by locking the door.
During the final Class Trial, Junko was unveiled as the mastermind by Kyoko and Makoto, pulling the strings behind the scenes. She emerged into the trial, confirming the conclusion that she was the mastermind and said that she had erased all of the students' memories of the past two years that they had spent at the high school so that she could go ahead with her plans to spread despair throughout the outside world. She then gave the remaining six students the chance to pick "despair" or "hope". If even one of the students picked "despair", the remaining students could live out their lives, leaving Makoto to go through The Ultimate Punishment.
However, Naegi reassured the surviving students of a future ahead despite the difficulties, and was able to convince all the students to vote for hope rather than despair. All of the students voted for hope and Junko's argument for despair was shattered to pieces.
Seemingly furious at first, she was disappointed in the remaining students for picking hope. She was then delighted that she could finally go through despair herself, putting herself through The Ultimate Punishment, which contained all the executions used in the game so far. She was finally killed by the After School Lesson. She gave the remote to activate the escape of the academy to the remaining six students.
After she was executed, many of the members of the Ultimate Despair group committed suicide in disbelief that their leader was executed. The remaining members of the group took parts of her body and attached it to their own bodies, keeping despair alive.
As Monokuma returned to the island, as did Junko as an AI. She started her plan to destroy the Future Foundation's plans as well as bringing more despair. This was thrashed by Hajime Hinata, causing her second plan for despair to the rest of the world to fail.
Mukuro was Junko's older twin sister. It would be imagined by most that the older twin would be the most dominant, however this was not the case with this set of twins. Junko often ordered Mukuro to do things, and Mukuro would follow them to make her love her. Junko had no love for her older twin sister, but Mukuro cared so much about Junko. Junko used this to her advantage, forcing Mukuro to be a part of the Ultimate Despair.
Junko had wanted to kill her sister for a while, and finally did so when Mukuro dressed up as her in Hope's Peak Academy. She, as Monokuma, threw the Spears of Gungnir at her, piercing her chest and killing her. She did this to set an example to the other students and that she was a "poor actor".
